The Welfare Water Bill Nobody Costs Into Early Groundworks

Six twenty on a Kent groundworks site, and the welfare manager’s first job of the day is not the dig sheet. It is the water. Forty-five groundworkers need drinking water, washing water and hot water from the first morning, and the mains connection for this plot is not due until week twelve. Everything in between arrives on a lorry. The comparison worth running before the first pour is this one: across a twelve-week gap, treating a source already sitting on the site often costs less than trucking water to it, and portable water purification systems are what make that workable at crew scale. Nobody prices the two routes against each other at tender, so the bowser slot wins by default.

Welfare is not a courtesy on a UK site, and enforcement is the part that turns it into a number. In April 2026 the Health and Safety Executive prosecuted Ling Developments Limited over repeated failures to provide hot water and suitable rest facilities across four sites in the West Midlands, and the fine came to £15,858 plus costs. Duties differ by country and by contract, so check what your own regulator asks of your site rather than treating one case as a national standard. What travels everywhere is the logistics problem sitting underneath it. Water has to keep arriving, daily, whatever else on the programme slips.

Week One Sites Have No Mains And No Plan

The first eight to twelve weeks of a groundworks phase are the awkward ones. The temporary supply application is in, the utility has offered a date, and that date is not a promise. So welfare runs on a bowser, which is what site teams call a towable tank you refill from a tanker rather than from a pipe, backed up by pallets of bottled drinking water in the mess unit. It works. It also builds a delivery dependency into the stretch of programme that has the least slack in it.

That plan usually gets made in about ten minutes, at the point somebody realises there is no tap anywhere inside the hoarding. Hiring a bowser and booking a standing weekly delivery is the fastest available answer on a Tuesday afternoon, and fast answers on a Tuesday afternoon tend to stay in place for the full twelve weeks. Then the next phase opens on another plot with no mains, and the same ten-minute decision gets made again.

Bowser Slots Set The Pace Of The Day

The delivery window is the part that costs you, and it never shows up on an invoice. The case we see most often is a Friday slot that slides to Monday morning, so Friday afternoon gets rationed and the crew washes up with whatever is left in the tank. A lorry sat on the M20 does not care about your programme. The delivery schedule, not the price per litre, is what actually costs you money. Rationed water in a warm week is also the point at which people quietly stop drinking enough, and dehydrated groundworkers make the sort of mistakes that end up written into an accident book.

Treating on site changes the shape of that problem rather than the price of a litre. A borehole, a watercourse or a stored rainwater tank inside the hoarding becomes usable once portable water purification systems handle the filtration and disinfection where the water is drawn, and the working day stops waiting on a tanker. One rule is not negotiable here: never let a crew drink from a site source that has not been treated and tested, because clear water tells you nothing at all about what is living in it. Test it before you serve it, then keep testing on a schedule somebody owns by name.

Litres Per Worker In Plain Numbers

Drinking water is the small half of the bill. Call it two and a half litres a head across a warm day of manual work, which for forty-five people is roughly 113 litres, so a fortnight of bottled supply is several pallets before anyone has washed their hands. Washing, the kitchen and the WCs are where the real volume sits: allow thirty litres a head and the same crew wants around 1,350 litres a day, which turns a 1,000-litre bowser from one delivery a week into two fills most days. Those figures are illustrative rather than measured, and your own welfare unit spec will push them either way.

Here is the thing I cannot hand you. There is no figure I trust for what welfare water genuinely costs a UK contractor per worker per week, because the hire, the deliveries and the bottled water land in three different cost codes, and no two commercial managers I have worked with total them the same way. I have asked more than once. The honest position is that the number exists on every job and is recorded on almost none of them, which is precisely how it survives from phase to phase without ever being challenged.

The Line Item That Shrinks Every Later Phase

The argument for treating on site is not really about one job. A bowser contract is a cost that stops when the mains arrive and restarts the next time you break ground with no connection, and across four or five phases that repetition is the whole case. Buy treatment capacity once and the recurring line becomes fuel, consumables and a filter change, rather than a delivery schedule nobody on your site controls. So measure the litres your crew actually gets through, price both routes over a twelve-week gap, and put that comparison in front of whoever signs the welfare budget before the next groundworks package is let. It is a twenty-minute job, and it is worth considerably more than the ten-minute decision it replaces.
